Global markets witnessed major developments on Wednesday across geopolitics, currency markets, cybersecurity, technology earnings and Asian equities. Russian President Vladimir Putin indicated that Moscow was prepared in principle to resume trilateral peace talks on Ukraine in mid-November following discussions with US special envoy Steve Witkoff. Meanwhile, US President Donald Trump said an India-US trade agreement was “pretty close,” while Washington opened discussions with Reliance Industries on Venezuelan crude oil.

Financial markets also tracked pressure on the Indian rupee, a sharp decline in foreign exchange reserves, emergency cybersecurity warnings over critical PHP vulnerabilities, and strong technology-sector earnings. Asian equities advanced sharply, led by South Korea, while French government bond yields climbed to levels not seen in more than two decades.

IMF Urges India to Let Rupee Absorb Oil Price Shocks as Forex Reserves Fall $51 Billion

The International Monetary Fund (IMF) urged India to allow the rupee’s exchange rate to act as the “first line of defence” against rising energy costs. IMF Asia-Pacific director Krishna Srinivasan made the recommendation after India's foreign exchange reserves declined by $51 billion over four weeks amid efforts to support the currency.

The Reserve Bank of India (RBI) intervened through dollar sales, interest-rate measures and a dedicated dollar liquidity window for domestic oil companies. These measures helped the rupee record its strongest weekly performance in seven months. However, the IMF indicated that sustained foreign exchange interventions offer limited long-term benefits and that exchange-rate flexibility can help absorb external economic shocks.

Separately, brokerage Bernstein lowered its year-end Nifty target from 26,000 to 25,000, citing subdued corporate earnings growth, trade uncertainty and elevated crude oil prices. The Nifty's 12-month forward price-to-earnings ratio fell to 16.6, its lowest level in six years. Bernstein nevertheless noted that Indian equity valuations remained elevated compared with regional peers.

Putin Signals Possible Resumption of Ukraine Peace Talks in Mid-November

Russia signalled a potential diplomatic opening in the conflict with Ukraine, with President Vladimir Putin stating that Moscow was prepared in principle to resume trilateral peace talks in mid-November. The development followed a briefing involving US special envoy Steve Witkoff, who presented proposals discussed in Oslo.

Despite the possibility of renewed negotiations, the Kremlin dismissed European Union proposals and suggested that the latest ideas offered limited practical value. Presidential aide Yuri Ushakov indicated that the conflict was moving towards an eventual conclusion, although the timing and terms of any agreement remained uncertain.

In a separate diplomatic development, US President Donald Trump said a bilateral India-US trade agreement was “pretty close.” Washington also opened discussions with Reliance Industries regarding Venezuelan crude oil, highlighting the continuing intersection of trade negotiations, energy supply and international diplomacy.

Critical PHP Vulnerabilities Trigger NSA Warning and European Website Shutdowns

Cybersecurity concerns escalated after the PHP development team disclosed two critical vulnerabilities and released emergency patches following reports of active exploitation. The US National Security Agency (NSA) warned organisations to take vulnerable websites offline if they could not immediately apply the necessary security updates.

The agency cautioned that the flaws could provide attackers with a direct route to server file systems or databases, potentially exposing sensitive information and critical infrastructure.

The incident prompted precautionary shutdowns across Europe. Affected websites included the Port of Rotterdam, the Dutch government portal Overheid.nl, the Dutch football association, websites belonging to five Dutch political parties and several regional hospitals.

According to W3Techs, PHP powers approximately 75% of websites with a known server-side programming language. WordPress, which relies heavily on PHP, is used by roughly 43% of all websites. The widespread use of the technology increased the urgency of patching vulnerable systems and assessing potential exposure.

SpaceX Reports $14.58 Billion in Q3 Revenue as AI Infrastructure Expands

SpaceX reported third-quarter revenue of $14.58 billion, exceeding analyst expectations of $12.72 billion. The company also recorded net profit of $4.4 billion, while AI-driven data-centre rentals contributed $7.56 billion in revenue.

The company reported capital expenditure of $19.59 billion, reflecting substantial spending on infrastructure and expansion. Chief Executive Elon Musk also confirmed that independent board committees at SpaceX and Tesla were evaluating a potential merger between the two companies.

Meanwhile, Amazon and Google stepped up their efforts to challenge Nvidia's software ecosystem. Amazon introduced TorchNeuron, while Google open-sourced TorchTPU. Amazon Web Services also established an “Early Rack Receipt” system to warehouse Nvidia GB300 server racks before the necessary power infrastructure became available.

These developments underscored the growing competition among major technology companies to secure AI computing capacity, expand infrastructure and reduce dependence on established hardware and software ecosystems.

South Korea's KOSPI Surges More Than 4% as Semiconductor Exports Jump

Asian equities advanced sharply, with South Korea's KOSPI rising more than 4% and triggering the Korea Exchange's sidecar mechanism, which temporarily suspends programmatic buy orders under specified market conditions.

The rally followed a 105.4% year-on-year increase in South Korean exports to $61.6 billion during the first 20 days of October. Strong global demand for semiconductors supported the export performance and lifted shares of major chipmakers Samsung Electronics and SK Hynix.

The export surge highlighted the importance of the semiconductor sector to South Korea's economic outlook and equity-market performance. However, the sharp rally also prompted a temporary market-stabilisation measure as buying pressure intensified.

French 10-Year Bond Yield Hits 5%, Highest Level in 24 Years

European debt markets faced renewed pressure as France's 10-year government bond yield reached 5%, its highest level in 24 years. The increase reflected growing pressure on French borrowing costs amid concerns surrounding the country's fiscal and economic outlook.

Despite the sharp move, US Treasury Secretary Scott Bessent said the selloff was unlikely to trigger broader market contagion. Investors continued to monitor sovereign borrowing costs, global interest-rate expectations and the potential implications for international financial markets.

Overall, Wednesday's developments highlighted the interaction between geopolitical uncertainty, currency intervention, cybersecurity risks, AI infrastructure spending and shifting global capital-market conditions. Investors continued to assess the impact of elevated energy prices, changing trade relationships and corporate earnings on the outlook for global markets.
