The EU has already imposed a number of sanctions on Iran in recent years, including for its nuclear program and its support for terrorism. However, the bloc has so far stopped short of blacklisting the IRGC itself as a terrorist group, despite calls from some member states to do so.
The new sanctions being considered by the EU are likely to further escalate tensions between Iran and the West. Iran has already warned the EU against taking such a move, and has threatened to retaliate.
